DOB INFORMATION
14,000+ buildings out of the 1+ million buildings overseen by NYC Department of Buildings (DOB) are subject to Local Law 11. The Facades (FISP) & Local Law Unit is the specific DOB division that handles Local Law 11 (RCNY 103-04). The FISP unit ensures all buildings under the jurisdiction of RCNY 103-04 are maintained including verifying compliance, issuing DOB and ECB violations, and distributing summonses and commission’s orders.

Report Sub-Cycles
Each reporting cycle is a five-year time interval, divided into two-year filing windows per designated sub-cycle.
Buildings required to file a report must do so at least once during each five-year report cycle established by the Department. Mandatory reporting timeframes are broken up into three sub-cycles determined by the last digit of the building’s block number.
Initial reports for new buildings greater than six stories in height must be filed five years from the date of the first Temporary Certificate of Occupancy or Certificate of Occupancy if that five-year date falls within the applicable filing window according to the last digit of the buildings block number. If the five-year date falls outside the applicable filing window, the initial report must be filed within the applicable two-year filing window for the next five-year cycle.
Fees & Penalties
Fees: The FISP report shall be submitted to the Department along with filing fees as specified in the rules of the Department. Such fees must be paid via DOB NOW online portal.
Penalties: Penalties for non-compliance are tallied and issued by the Department after the filing period ends. Resolution of most penalties will require a Professional Engineer (PE) or Registered Architect (RA) to address the associated violation including submission of documentation to the DOB regarding the remedy.
Subsequent Report: A FISP report that is filed after an acceptable report in order to change the status of the building for that report filing cycle to reflect changed conditions or the recommended time frame for repairs of SWARMP or unsafe conditions.
Extension Request: A request made to The Commissioner for an extension of the 90-day time-frame to complete repairs required to remove an unsafe condition.
